The SNEDA neighborhoods have been designated as a State of Washington "Empowerment Zone". SNEDA's overall service area includes nearly 50% of the City's population and is situated within the State's 3rd Legislative District: the poorest in the state. Average income is less than $17,000, roughly half of Washington State's average.
